Speaker Bagbin asks Parliament to revisit anti-LGBTQ bill

Speaker of Parliament, Alban Bagbin has directed the House of Parliament to go back and reconsider the passage of the Human Sexual Rights and Family Values Bill, 2025 (the anti-LGBTQ bill).

According to him, the strong bipartisan support shown in the committee report was not clearly demonstrated during the final vote on the floor.

Speaking on the matter, he noted that he was surprised that Parliament passed the bill entirely on May 29, 2026, when he had expected only the initial consideration stage.

Although the committee report stated that members from both the Majority and Minority sides unanimously backed the bill, Bagbin noted that the floor proceedings did not reflect that same level of consensus.

“The proceedings of that day did not convey the unanimity or bipartisan understanding upon which the bill was initially promoted,” he said.

Bagbin explained that for a law of such profound national importance, the process matters as much as the outcome.

He called on Parliament to ensure that the bipartisan support recorded in the committee report is truly shown in how the bill is debated and passed.

“A legislation of this magnitude ought to command not merely the numerical support of a majority, but the broad confidence of the House,” he said. “What is right must be done rightly.”

The Speaker’s directive sends the bill back for further legislative action to uphold constitutional procedures and the integrity of Parliament’s decision-making.
