The Minority in Parliament has demanded the immediate removal of Attorney General, Dr Dominic Ayine, accusing him of breaching the Constitution and public finance laws in the disbursement of GHC350 million for flood relief.
Addressing journalists, Deputy Minority Leader Patricia Appiagyei argued that the funds were unlawfully withdrawn because the Contingency Fund, Parliament’s approved source, was under a court attachment at the time.
She questioned whether the Bank of Ghana defied a court order or whether the money was taken from an unauthorised alternative account without parliamentary approval.
The Minority insists that if the funds came from any source other than the Contingency Fund, the withdrawal was unconstitutional and violated the Public Financial Management Act.
Beyond calling for Dr Ayine’s resignation, the caucus is demanding that the Finance Minister and the Attorney General appear before Parliament to provide full records.
It also wants the Bank of Ghana Governor to disclose the exact account used for the withdrawal, and the Auditor-General to conduct a special audit.
The Minority warned it would pursue all legal and parliamentary avenues if “candid answers” are not provided.
