The government has committed to allocating funds in the 2027 budget for a permanent solution to the chronic flooding that has long plagued Accra and other high-risk areas across Ghana.
Finance Minister Dr Cassiel Ato Forson told Parliament on Thursday, while presenting the 2026 Mid-Year Fiscal Policy Review.
Dr Forson said President John Dramani Mahama has tasked the Ministry of Housing and Water Resources with developing a comprehensive long-term strategy to break the cycle of flood disasters that have repeatedly devastated communities and strained public finances.
“The necessary funding for the implementation of this permanent solution will be provided in the 2027 Budget,” he confirmed.
The pledge comes less than two months after deadly floods swept through parts of the country, claiming lives, uprooting families, razing businesses, and leaving a trail of damage to roads, bridges, and public facilities.
Dr Forson said the government had already responded with emergency relief, community visits, and a nationwide sanitation exercise.
He added that additional funds had been released, on presidential orders, for ongoing dredging and drainage works in the hardest-hit areas.
He stressed that the new approach marks a departure from the government’s traditional reliance on emergency responses, shifting instead toward preventative infrastructure and planning.
The Minister also placed Ghana’s flooding challenges within a regional context, pointing out that Nigeria, Côte d’Ivoire, and Sierra Leone are grappling with similar crises, a trend he linked to rising climate-induced risks along the West African coastline.
While the Minister confirmed that the intervention will target Accra and other vulnerable zones countrywide, he said the Ministry of Housing and Water Resources will provide further details on the proposed solution in due course.
