Govt suspends L.I. banning preaching and hawking in moving vehicles

The government has suspended the implementation of a Legislative Instrument (L.I.) that prohibits preaching and hawking in moving public service vehicles.

A high-ranking government source confirmed the decision after public debate and concerns raised by religious leaders and other stakeholders.

The regulation, part of the Road Traffic Regulations, 2026 (L.I. 2519), had been criticised for restricting religious expression and evangelism in commercial vehicles.

The suspension is expected to allow further consideration of the measure. The government has not yet announced when a final decision will be made.

Under Regulation 141, offenders face a fine of 10 to 50 penalty units, between GHC120 and GHC600, imprisonment of up to eight months, or both.

The provision covers activities such as preaching and selling goods to passengers while a vehicle is in motion.
