Engineer, Public Servant and Church Elder: Victor Biscoff Owusu-Ahinkorah

Hon. Elder (Rtd.) Victor Biscoff Owusu-Ahinkorah, a distinguished quantity surveyor, construction consultant and former District Chief Executive for Birim North, passed away on Friday, 26 September 2025, at the age of 81. His life was defined by professional excellence, public service, and deep Christian devotion. He left behind a legacy rooted in integrity, discipline, and service to both community and nation.

He was born on 1 September 1944 at Akim Kotokuom in Ghana’s Eastern Region, the tenth and last child of Opanyin Paul K. Nimo Ahinkorah and Obaapanyin Akua Tenase Agyapomaa, both of blessed memory. Raised in a disciplined and God-fearing home, he often attributed his values of respect, honesty, and commitment to service to his upbringing. These principles guided him throughout his personal and professional life.

His educational journey began at Akim Kotokuom Methodist Primary School and continued at Akim Oda Methodist Middle School, where he obtained his Middle School Leaving Certificate. Recognizing his potential, his father enrolled him at Kaneshie Technical College for pre-technical training, which sparked his interest in the built environment. He later attended Accra Polytechnic, where he earned an Intermediate Certificate in Electrical Technician’s Course from the City & Guilds of London Institute. Determined to advance academically, he privately pursued his GCE “O” Level examinations and gained admission to Dormaa Secondary School to study Physics and Mathematics at the “A” Level.

He eventually enrolled at the Kwame Nkrumah University of Science and Technology, then known as the University of Science and Technology, Kumasi, where he graduated in 1972 with a Bachelor of Science degree in Building Technology. His education laid the foundation for a career marked by competence, leadership, and technical excellence.

Mr Owusu-Ahinkorah began his professional career in Ghana’s public sector, rising to the position of Senior Quantity Surveyor at the State Housing Corporation in 1974. He later served with the Cocoa Marketing Board in Kumasi between 1976 and 1980. In 1980, he relocated to Nigeria with his family, where he worked for eight years on major building and infrastructure projects with construction firms. His professional journey later took him to the United Kingdom, where from 1988 to 1996 he worked with Widnell and Troullope, a London-based quantity surveying firm.

Upon returning to Ghana in 1996, he established Development Services Consultancy and VikCel Construction Limited in Accra. Through these firms, he supervised and executed numerous building and civil engineering projects, earning respect for his professionalism, accountability, and technical expertise. He was a member of the Ghana Institution of Surveyors and the International Federation of Surveyors in the United Kingdom, reflecting his standing within the professional community.

His commitment to national development extended into public service and politics. He served as District Chief Executive for Birim North during the administration of President John Agyekum Kufuor, where he was widely regarded as diligent, measured, and principled in leadership. In 2006, he contested and won the parliamentary primaries of the New Patriotic Party for Birim North, demonstrating his dedication to public service, although he did not eventually serve as a Member of Parliament.

Beyond his professional and political life, he was deeply devoted to his Christian faith. As a respected church elder, he played a significant role in supporting the construction of chapels and manses in Akim Kotokuom and surrounding communities, often contributing his professional knowledge to church development. He was known among family, friends, and colleagues as thoughtful, principled, and humble—gentle in speech yet firm in conviction.

In 1974, he married Deaconess Cecilia Owusu-Ahinkorah, and their union endured until her passing in 2018. Together, they built a strong and loving family. He was a father to seven children and a proud grandfather to seventeen grandchildren. He valued peace, fairness, discipline, and strong family bonds, and lived a life marked by modesty and quiet strength.

Hon. Elder (Rtd.) Victor Biscoff Owusu-Ahinkorah’s life spanned engineering, entrepreneurship, governance, and faith. His legacy lives on not only in the buildings and institutions he helped shape, but also in the lives he touched through his example of integrity, humility, and service.
