Four arrested over parcel that led to 25-year prison term for Ghanaian in Qatar

Four individuals have appeared before an Accra Circuit Court in connection with a parcel containing 4.6 kilogrammes of marijuana, which was given to a traveller bound for Qatar, resulting in his imprisonment for 25 years.

The traveller, David Vouganye, was arrested by authorities at Doha’s Hamad International Airport after the illicit substance was discovered hidden among food items and personal care products in his luggage.

He was subsequently tried and convicted in Qatar, where he is currently serving a lengthy prison sentence.

The accused persons, Isaac Techie-Menson, 57; Comfort Ofosu, 25; Catherine Quaye, 43, all travel agents; and Kwaku Blorme, 38, a tiler, are facing charges of unlawful control of narcotic drugs and engaging in prohibited business related to narcotics.

All four pleaded not guilty when they appeared before presiding judge Stephen Sarpong on Tuesday.

They were each granted bail in the sum of GH¢100,000, with three sureties, one of whom must provide landed property valued at no less than the bail amount.

The court further ordered that the sureties reside within its jurisdiction and that the accused report to the investigative officer every fortnight. The case has been adjourned to August 3, 2026.

According to prosecution led by Chief Inspector Maxwell Oppong, the Drug Law Enforcement Unit of the Criminal Investigation Department (CID) received a complaint on October 30, 2025, from Kwasi Dari, father of the convicted traveller, David Vouganye.

Dari reported that on October 13, 2025, Techie-Menson and Ofosu handed a parcel to his son, who was travelling to Doha, and instructed him to deliver it to an individual who would meet him at the airport upon arrival.

The following day, during routine checks at Doha’s airport, authorities intercepted the parcel and detected what was later confirmed to be narcotic substances concealed inside.

Vouganye was immediately arrested, prosecuted, and sentenced to 25 years in prison.

On October 30, 2025, Dari spotted Techie-Menson and Ofosu at Kotoka International Airport in Accra and, with the help of Airport Police, secured their arrest.

During interrogation, Techie-Menson and Ofosu reportedly implicated Catherine Quaye as the person who had supplied the parcel to them for onward transmission via a passenger travelling to Qatar.

Quaye was subsequently arrested and, in her statement, allegedly named Kwaku Blorme as the source of the parcel.

While Quaye claimed that upon inspection she saw only gari and sealed containers of Ever Sheen cocoa butter, Blorme admitted to sending the parcel but insisted it contained only food items and personal care products, including fante kenkey and epiderm cream.

The prosecution noted that investigations are ongoing, and a formal request has been made through Interpol to Qatari authorities for comprehensive case details regarding Vouganye’s arrest and conviction.
