Madam Abena Osei-Asare, Chairperson of the Public Accounts Committee (PAC), has reiterated the Committees’ commitment to transparency and accountability in the management of public funds.
Speaking at the end of proceedings on Friday, she said PAC would continue to ensure public funds “are utilised efficiently and effectively for the benefit of all Ghanaians.”
Emphasising accountability for irregularities, she noted that the Committee would work with Parliament and affected agencies to implement the stated recommendations.
“The public can be assured that we will publicise the implementation of the recommendations of this Committee by covered entities…” the PAC Chairperson stated.
“We intend to laise with the Speaker of Parliament to make the implementation of the PAC recommendations a precondition for parliamentary approvals for operations of the affected and named institutions.”
Madam Osei-Asare highlighted successful engagements with institutions mentioned in the Auditor General’s Report, adding that officials would collaborate to handle matters referred to the Attorney General.
In an interview with the media after the sitting, Mrs Osei-Asare, also the Member of Parliament for Atiwa East, called for stronger internal controls within the Ministries, Departments and Agencies.
She noted that the move of the Internal Audit system from the Office of the President to the Ministry of Finance would help provide better supervision and reduce infractions, including those related to unearned salaries.
The former Deputy Finance Minister proposed that both the receiver of unearned salaries and those who validate such payments should face sanctions.
“Our recommendations will add that it is not just the receiver of the unearned salaries but the person who made that process possible also have to be sanctioned, so that next time when you are validating anybody, you will take the necessary precautions to do the right thing,” she noted.
Thanking various partners for their support, Madam Osei-Asare said the public sessions received diverse responses with some requiring clarification, which had improved understanding and trust in the public financial management system.
PAC, she noted, would go into a closed session to prepare committee reports and submit to the House for debate and adoption.
