The Speaker of Parliament, Alban Sumana Kingsford Bagbin, has thrown his full weight behind an investigation by the Office of the Special Prosecutor (OSP) into a controversial memorandum allegedly authored by Deputy Minority Leader Patricia Appiagyei regarding GH¢70,000 she reportedly rejected.
In a statement issued on September 5, 2026, Bagbin declared Parliament’s readiness to cooperate fully with the OSP and any other competent investigative body to establish the authenticity of the document and the circumstances surrounding its creation and circulation.
“The Rt. Hon. Speaker is determined that the facts of this matter be established and that the appropriate consequences should follow in accordance with the law,” the statement, signed by the Director of Media Relations, said.
While acknowledging the “considerable public interest” generated by the social media memorandum, the Speaker stressed that Parliament has not independently verified its authenticity and would not, at this stage, make any determination on competing claims.
However, Bagbin raised the alarm that the document might have been fabricated and falsely attributed to the Asokwa MP, in circumstances capable of “undermining public confidence in Parliament and its processes.”
“If the investigation establishes that the memorandum was fabricated or falsely attributed to the Deputy Minority Leader, the matter should not end with that finding,” the Speaker said, urging the Cyber Security Authority and other law enforcement agencies to identify those responsible.
“The fabrication and deliberate circulation of documents purporting to emanate from members or offices of Parliament would constitute a serious assault on the integrity and reputation of the institution,” he warned, adding that culprits must face the law.
Bagbin urged the public, media and stakeholders to exercise caution in sharing the document or drawing conclusions until its authenticity is properly established.
